Boundary Harnack inequalities (BHI) have been studied by many people over the last years. It would be interesting to see an example of a non-degenerate nonlocal operator where BHI fails.
That is true. The article is stub now. As of yet, there isn't an example where BHI holds either. (Luis 16:56, 16 February 2012 (CST))
